The rebrand.ly domain is the free, shared domain that is automatically attached to the default workspace created when you sign up. It's only ever available in that first workspace.
If you create additional workspaces, rebrand.ly won't appear as an option in the domain selector for them, and there's no way to add it there.
To brand links in an additional workspace, you'll need to add a custom domain to that workspace instead.
